Since 1970, CAT has been successfully treating addiction, making it the longest standing addiction treatment center in the region.

Medical Staff

Dr. Deborah Frankowski

  • Medical Director

Dr. Deborah Frankowski joined CAT in 2014 as the center’s first full-time dedicated physician, bringing with her a wealth of experience including 12 years of primary care practice.

Kat Engel, R.N.

  • Director of Nursing

As director of nursing, Kat provides leadership, support and education to the nursing staff as they provide the highest quality care to CAT's patients.

Dr. Elihu Godshalk

As a physician in the medical-assisted detox unit at CAT, Dr. Elihu Godshalk provides care to patients working through the recovery process as a prescriber of Suboxone. In addition to his work with CAT, he serves as a full-time physician working with diverse psychiatric and addictive disorders with the VA.

Dr. Chittaranjan Shukla

As an outpatient provider, Dr. Shukla works in the Suboxone clinic twice a month, providing the medication for patients in the medication-assisted treatment program. Outside of CAT, he is a full-time physician with the VA where he has worked since 2000. Additionally, he has worked part-time for NorthKey since 2003.

Dr. David Williams

Dr. David Williams is among the several physicians who work with CAT in the Medication-Assisted Treatment (MAT) providing patient care to those who can benefit from the use of medications such as Suboxone or Vivitrol.

Dr. Scott Woods

Dr. Scott Woods is the associate program director for the Bethesda Family Medicine Residency Program.
